In our last release, we stopped supporting 32 bit operating systems for Windows. Sorry if that's an inconvenience. I've realized that our documentation still references the 32 bit libraries, despite the fact that we don't support them anymore. I'm fixing this now.
If you would like a copy of the 32 bit libraries that we were using for Vapor 2.5, send me an email at pearse@ucar.edu and I can see what I can find, but these will not work with our 2.6 source.
